Medicaid-focused Health Plans Continue Growing Amid Overall Decline in
Medicaid Managed Care Enrollment
The research was conducted by the Association for Community Affiliated
Plans (ACAP). The researchers reviewed Medicaid data from the Centers for
Medicare and Medicaid Services. To calculate the impact of
Medicaid-focused health plans, ACAP included health plans designated by
CMS as Medicaid-only managed care organizations and Health Insurance
Organizations.
They found that enrollment in Medicaid-focused health plans was
increasing. In 2007, enrollments in Medicaid-focused health plans
increased to 11.3 million, up from 9.8 million in 2006. In 2007, more
than half, 53% of the 20.9 million Medicaid eligible individuals enrolled
in full-risk managed care were covered by a Medicaid-focused health plan.
