ShareJ.C., et al., vs. Camancho, et al., Court Order to Appoint Federal Management Team

On March 2, 2010, a federal judge at the United States District Court of Guam ordered a management team to take over some duties of the Guam Department of Mental Health and Substance Abuse (DMHSA) and the Department of Integrated Services for Individuals with Disabilities (DISID). The management team—James Casey, an attorney; and James Kiffer, a psychologist, who had previously served as court monitors for the two departments—will have power similar to those of a federal receiver. The ruling also denied Guam's motions to avoid a court monitor or federal receiver for DMHSA and DISID. In the order the judge noted that Guam's mental health system has been under scrutiny since a lawsuit filed in 2001 alleged that the system failed to provide adequate services.
