On March 1, 2010, Judge Nicholas Garaufis of the New York Eastern District Court ordered the State of New York to develop 4,500 community-based housing
units and sufficient community-based supports for people with mental illness currently living in one of the state's adult homes. The state was also required to
participate in the selection of a federal monitor to ensure compliance with the order.
