Challenges of Starting and Operating Charter
Schools: A Multicase Study
Each of the schools in The Evaluation Center's study of four
Ohio charter schools began with a group of founders who shared an
educational vision and hoped to create an alternative school by
which to fulfill it. The autonomy afforded by
charter school law provided opportunities to develop these unique
schools. However, there were numerous barriers to start-up
of charter schools:
- Extensive lists of state and
federal regulations
- Lack of resources which was often one
of the trade-offs for increased autonomy
- Limitations in resources, especially:
lack of optimal facilities, governance and management, rate of growth,
partnerships with community
organizations
