FY 2004-05 Governor's Recommendation
Minnesota Governor Tim Pawlentys budget
proposal to expand the community-based care system for people with
mental illness is supported by a report released on February 27,
2003, by the Minnesota Department of Human Services (DHS) State
Operated Services (SOS) system. Governor Pawlenty proposed that
SOS blend into a system of smaller hospital units and community
services so clients can receive treatment near their homes and
natural support systems. He calls for the restructuring of SOS
adult mental health and nursing home services into a
community-based model that allows for the collection of payments
through funding sources available to all vendors.
