Wisconsin Assembly Bill 780

The bill will establish a performance-based contracting system for residential care centers for children and youth. By November 1, 2010, the Wisconsin Department of Children and Families (DCF) will release an outline of the implementation plan to the legislature, and start implementing the new system on January 1, 2011, by selecting a representative sample group of provider organizations to participate. The performance of the selected provider organizations will be evaluated via the selected metrics at the end of the first year. The results will be used to revise the metrics. By January 1, 2013, DCF will use the metrics to evaluate all provider organizations statewide.
