Overview Report of Allegheny County Jail Collaborative Evaluation
Findings
The study involved a group of 300 Allegheny County Jail (ACJ) male
inmates who agreed to participate; half were Caucasian and half were
African-American. Prior to their release, the study group participants
received drug and alcohol treatment, GED preparation, computer literacy,
stress and anger management, parenting skills, life skills, and
vocational training. Upon release from ACJ, the men were encouraged to
seek support services from more than 60 community-based organizations.
Face-to-face follow-up interviews were conducted after 30 days, six
months, and at one year post release.
The researchers found that inmates who were provided with a wide array of
social services during incarceration had a 50% lower recidivism rate than
inmates who received usual jail services. About 16.5% of the study
population reoffended within a year of release compared to 33.1% of
inmates in the study control group.
