ShareIncreasing Collaboration Between Corrections & Mental Health Organizations: Kansas Case Study

The Kansas Corrections and Mental Health Diversion Program called Community Offender Resources (COR)-Pathways had less impact than expected in helping offenders with serious and persistent mental illnesses (SPMI) transition back to the community. The parole revocation rate (74%) for individuals in the COR-Pathways group was higher than the control group, (51%) who only received specialized parole officer (PO) services. The COR-Pathways revocation rates also exceeded the rate for those who refused specialized services (60%) and those who received standard PO services (62%).

Researchers proposed that the lack of impact was due to coordination difficulties with community mental health centers, which were not conducting in-reach activities to facilitate transition planning, and differing definitions of SPMI used by the Kansas Department of Corrections (DOC) and the Department of Social and Rehabilitation Services.
