Delaware Psychiatric Center Investigative Committee Final Report
The
Delaware Psychiatric Center (DPC) Investigative Committee of the Delaware
State Legislature (Committee) said that to eliminate abuse, neglect, and
intimidation at DPC, the facility should be removed from Department of
Health and Social Services (DHSS) control and be made an independent
entity to be run by a governing board.
. The committee examined DPC operations through public and confidential
hearings, executed subpoenas for testimony and documents, and solicited
the public for information related to conditions and patient treatment at
DPC. The Committees report outlined 20 findings and related
recommendations. In particular, the committee noted that the following
issues may have compounded problems at DPC:

DPC lacks clear pre-employment screening process
for criminal background checks or drug testing for employees

No independent professional regulatory oversight
is in place nor is certification required of psychiatric technicians or
mental health attendants

Leadership positions in DHSSS such as the DPC
director and the DSAMH director do not require medical training
