Foster Care: Voices from the Inside

This report, commissioned by the Pew Commission on Children in Foster Care, shines a spotlight on some of these unsung heroes. It presents the results of three focus groups conducted by the Commission in September and October 2003 in Washington, D.C., with young adults who had grown up in foster care; in New York City, with parents who had safely reunited with their children after the children had spent time in foster care; and in Denver, with foster and adoptive parents. Commission members were thoroughly engaged in this process from creating and revising the focus group discussion outlines, to leading each discussion session, and lending their insights to this report. These "voices from the inside" are powerful reminders of how much is at stake for every child involved with the child welfare system.
