California Department of Mental Health RFP 07-77381-000 Community Based Incompetent to Stand Trial Pilot Treatment Program

The California Department of Mental Health sought a contractor to implement a 40-bed pilot program to provide community-based competency restoration treatment to offenders held in county jails. The goal was to reduce the time offenders waited for treatment, typically provided only by DMH facilities. Proposals were due by March 18, 2008; and although awards were expected by April 2008, the announcement was delayed until February 2009. Liberty Healthcare was selected, and in October 2010, a pilot project started in San Bernardino County with 20 beds.
