Key Points:

  • The 85 and older age group has increased by 9% since July, 2003. Medicaid long-term living use has gone up correspondingly

  • The elderly and persons with physical disabilities use the greatest share of Medicaid resources. Elderly use 35%, Disabled use 33%, Children and families use 24%, and Chronically Ill adults use 8%.

  • Medicaid Nursing Facility Expenditures have increased by more than $400M from FY02-03 to FY05-06 FY06-07 budget provides another $140M to nursing homes.

  • Nursing Home assessments have helped fill the gap, but reductions in Federal IGT Nursing Facility Funding funding have required significant investment in state resources to fund increasing Nursing Facility expenditures.
