Emergency Preparedness and Response for Individuals with Disabilities Act of 2006
Representatives Langevin (RI) and Weldon (PA) introduced H.R. 4704
to address the needs of individuals with disabilities in emergency
planning requirements and relief efforts in the event of a major
disaster, to increase the accessibility of replacement housing built
with Federal funds following Hurricane Katrina and other major
disasters, and for other purposes.
The bill was referred to the Committee on Transportation and
Infrastructure, and in addition to the Committee on Small Business
for further review.
Key points in the proposed legislation are:
- Establishment of a Disability
Coordinator within the Department of Homeland Security
- Amending the Stafford Disaster
Relief Act to authorize additional rebuilding funds so that
homeowners can incorporate up-to-date accessibility standards
- Handicapped accessible temporary
housing will be 30% of all offered following a national disaster
- An audit of emergency shelters to
determine if they are handicapped accessible
