ShareIndiana Department of Child Services Solicitation for: Coordination & Management Services to Child Welfare Service Providers

The Indiana Department of Child Services (DCS) issued Request for Proposals-10-52 on January 21, 2010, soliciting a contractor to provide coordination and management services to child welfare service providers statewide. DCS specified that this contract is only for administrative services; the contractor cannot hold a separate direct services contract for Child Welfare Services with DCS. The request for proposals were due February 22, 2010. A pre-proposal conference was held for this RFP on February 2, 2010.

The provider will act as a liaison between the state and contracted service providers. The role of the coordinator includes development and coordination of provider information in the development of/or revisions of contracts, services satisfaction survey and program evaluation, provider training, provider RFP process management, development of service standards, and attending Regional Services Council (RSC) meetings. Additionally, the coordinator will work with the RSC to develop and plan the processes of the Biennial Regional Services Strategic Plan.

The annual maximum baseline for the coordinator is $50,000 per region. Respondents must submit an all-inclusive monthly rate for each region of interest. The monthly rates must factor in all costs associated with providing the requested services to each region. The respondent will multiply the monthly rate for each region by the contract term to obtain a total cost for each region. This total cost per region will be used in evaluation.

The term of the contract shall be for a period beginning July 1, 2010 and ending June 30, 2012. There may be four one-year renewals at the State's option.
