 Welfare-to-Work Program Benefits and Costs: A Synthesis of Research
MDRC researchers sought to review a variety of welfare-to-work programs to present the benefits and costs of each as seen by
participants, state payers, and society. The researchers evaluated 28 programs operated in 11 states
and two Canadian provinces. The programs involved more than 100,000 individuals in the research sample. Each program was evaluated using a random assignment research design.
