The President's FY 2005 Budget for the Department of Health and Human Services reflects the Administration's ongoing commitment to enhance the health, well-being, and safety of our Nation's citizens. The $580 billion proposed by the President will enable the Department to continue working with our partners in State and local governments, and in the private and volunteer sectors to improve health benefits, strengthen our defense against bioterrorism, expand access to health care, and serve populations in need. The Department of Health and Human Services was given a number of challenges by the Administration, many of which have been accomplished. We increased access to health care, completed the doubling of the National Institutes of Health budget, and launched the Global AIDS Initiative. We have also made great strides in building the capacity of grass-roots organizations to meet the needs of our citizens, and in expanding the network of care for the treatment of substance abuse.
