This report by Professors Ira C. Lupu and Robert Tuttle, co-directors of the Roundtables legal research arm at George Washington University Law School, provides new and insightful analysis on the legal issues raised by the proposed rule changes and guidance documents generated by the Bush Administration in late December, 2002. It extends upon the comprehensive legal analysis they wrote and the Roundtable published earlier in December: The State of the Law on partnerships between religious organizations and government.

The legal terrain and policy environment for faith-based social services are undergoing rapid change, indeed. Initiatives and reaction will surely follow from capitols and courthouses around the nation.
