A Snapshot of the
Implementation of Californias Mental Health
Parity Law
In the first year of implementation
of a new mental health parity law in California, benefits for
mental health services expanded with no apparent effects on the
purchase of health insurance, according to a new report from
Mathematica Policy Research, Inc. The publication provides the
first comprehensive look at the implementation of the states
parity law, passed in 1999 to improve access to and the quality of
mental health services for consumers. The law, which requires
private health insurance plans to provide equal coverage for
physical health and selected mental health conditions, also
attempts to end discriminatory practices in health insurance and
reduce the stigma associated with mental illness.
