Examining the Medicare Resource Use of Dually Eligible Medicaid Recipients

These reports, titled Examining the Medicare Resource Use of dually Eligible Medicaid Recipients, written by the Hilltop Institute, examined the larger effort of the coordination of care for Medicaid recipients who are dually eligible for Medicare benefits while the Maryland Department of Health and Mental Hygiene concurrently explores cross-payer effects of providing Medicaid long-term supports and services (LTSS) on Medicare acute care resource use.

The first report in this series focused on a basic logical structure for examining Medicare and Medicaid data together. Medicaid expenditures within the context of rate setting for managed long-term care were examined in the second report. The third report reflects the analysis of the relationships between Medicare resource use and Medicaid long-term supports and services (LTSS). These reports? intent is to provide a background of information of the interplay of Medicare and Medicaid resources from Maryland. This background of information should serve as an example for analysts who are beginning to examine similar issues at both state and federal levels.
