In October 2009, the Indiana Department of Child Services informed residential child care providers by letter that the rates they were scheduled to receive in
2010 to cover the same services they provided in 2009 would be decreased by as much as ten percent. This lawsuit challenges the methodology used to
make the reductions. It seeks to restore the rates to the 2009 level.
