 Helping Families With Needed Care: Medicaid's Role for Americans With
Disabilities
ResCare, Inc., President and Chief Executive Officer Ralph G. Gronefeld,
presented testimony for the federal Subcommittee on Health Hearing. He
spoke about ResCare's services and challenges facing social service
organizations. He noted that ResCare and other organizations face future
challenges in providing high-quality home-and community-based services
due to the following:

State reimbursement models that favor
institutional services by providing greater reimbursements for services
in institutional settings and lower reimbursements for those provided in
home or community settings

Difficulties retaining staff due to low wages
and lack of a career path
He urged Congress to invest in direct support
worker training and tele-care services. He also expressed hope that
Congress would address the funding inequity that he has observed.
