Evaluation of Pathways to Housing PA
In January 2011, Fairmount Ventures, Inc. published this report evaluating a pilot
"Housing First" program called Pathways to Housing in Philadelphia,
Pennsylvania. The program served homeless individuals with serious mental
illness. The report describes the participants' outcomes in terms of health care
and social service utilization. The authors calculated how much the city saved
by reducing the participants' incarcerations, emergency department visits, and
hospitalizations.
