ShareEvaluation Brief 2: Florida's IV-E Waiver Demonstration Project

Researchers from the Louis de la Parte Florida Mental Health Institute, College of Behavioral & Community Sciences, led by Mary I. Armstrong, Ph.D., sought to evaluate the effects of Florida's IV-E Waiver Demonstration Project that permits the state to use federal funding for community-based family preservation services. The evaluation addressed four research areas—reductions in the number of children in care and the average length of stay; outcome improvements; expansions in the array of child welfare services offered by lead agencies; and increased costs related to prevention and in-home services and decreased costs for out-of-home care services.
