About Closing Howe Developmental Center
This
document has responses from the Illinois Divisions of Developmental
Disabilities and Mental Health to questions regarding the closure of Howe
Developmental Center and the transformation of the Tinley Park Mental
Center, respectively. DHS answered questions about its rationale for
closing Howe Developmental Center. Topics included its efforts to regain
Medicaid certification for the facility, federal policies preferring
community-based care to residential care, and DHS' understanding of why
neglect or abuse has occurred at the facility. DHS also explained its
plans for transitioning Howe residents to other facilities or to
community placements.
