Massachusetts Department of Early Education & Care Investigation of Judge Rotenberg Educational Center Group Home

On August 26, 2007, the Judge Rotenberg Center told the Massachusetts Department of Mental Retardation that two teenage boys in a group home in Stoughton, Massachusetts, had mistakenly received mild electric shocks following a phone call from someone posing as a Center supervisor who told the staff to wake the youth and administer skin stings as a consequence for behavior that had allegedly occurred five hours earlier. This report notes that the following procedural problems occurred:

  • None of the staff had witnessed the alleged bad behavior
     

  • None of the staff verified the youths' treatment plans or verified the orders with the Centers central office since they believed the order came from the central office.
