ShareFinal Report in Response to Governor Rick Perry's Executive Order to Reform Child Protective Services: Protecting Texas Children

The Texas Health and Human Services Commission (HHSC) has developed a 2-year, $253 million General Revenue ($329 million All Funds) reform plan to strengthen the state's Child Protective Services (CPS) program. The reform plan calls for reducing CPS average monthly investigation caseloads by 40 percent, adding support staff and technology to further reduce workloads, using forensic techniques to improve the quality of investigations, and contracting with community-based organizations for foster care, adoption and related case management services to allow CPS to focus greater attention on its core mission of protecting children.
