5-Year Child and Family Services Plan (CFSP)

This report was written by the Commonwealth of Pennsylvania, Department of Public Welfare, Office of Children, Youth, and Families. It explains that Pennsylvania's approach to the development of the five year plan and the Child and Family Services Review (CFSR) Program Improvement Plan (PIP) utilizes a systemic approach to change. One system is a joint effort between stakeholders at the state and local level to help ensure strong connections between the CFSR findings and desired outcomes. Priorities were identified and provided the framework for developing goals and objectives related to improved outcomes of safety, permanency and well- being for children, youth and families.

The values and practice principles were developed through an extensive and collaborative process. This model of practice is the cornerstone of Pennsylvania's efforts to improve outcomes for children, youth, and families. The five year plan details a comprehensive way to implement this practice model and the connected strategies. It focuses extensively on shifting practice from being compliance focused to focusing on continuous quality improvement through the implementation of established outcome-based indicators to measure progress.
