The purpose of this Request for Proposals (RFP) is
to define the State's minimum requirements, solicit proposals, and
gain adequate information by which the State may evaluate the
services offered by Proposers.
The State of Tennessee, Department
of Mental Health and Developmental Disabilities, hereinafter
referred to as the State, intends to secure a contract for managed
behavioral health services under the TennCare Partners Program.
On
January 1, 1994, under an 1115 waiver from the Centers for
Medicare and Medicaid Services (CMS), the State of Tennessee
replaced Medicaid's fee-for-service reimbursement program with capitated payments to Managed Care Organizations (MCOs). In
addition to coverage for all Medicaid eligible persons, certain
persons without health insurance were included as eligible under
the waiver. On July 1, 1996, The TennCare Partners Program,
developed by the Tennessee Department of Mental Health and Mental
Retardation (later renamed to Tennessee Department of Mental
Health and Developmental Disabilities) in collaboration with the
TennCare Bureau, was implemented through an amendment to the
original waiver.
