Improving Child and Youth Placement Outcomes: A System Redesign
In January 2011, the Texas Department of Family Protective Services (DFPS) released its plans to redesign the foster care system. The plan calls for the state to
implement competitive contracting and blended case rates that provide incentives to serve children with less intensive services. A competitively selected Single
Source Continuum Contractor (SSCC) would coordinate services for a full continuum of care in each regional catchment area. DFPS anticipates having the initial SSCC
contract in place by the winter of 2012.
