Share2008 Independent Review Office of the Monitor for Arnold v. Arizona Department of Human Services

The auditors examined service elements and processes related to the delivery of mental health treatment and support services for people with serious mental illness in Maricopa County, Arizona. The audit is one of the exit requirements of the Arnold v. Sarn class action lawsuit. The Arnold class includes all individuals with serious mental illness receiving treatment in Maricopa County; a priority class subgroup includes individuals with mental illness who had been treated at the state hospital, under supervisory care, or incarcerated.

This review is the first that measures Magellan of Arizona's performance. Magellan became the Maricopa County Regional Behavioral Health Authority in September 2007. Previously services had been provided by ValueOptions. The auditors found that Magellan's compliance with the Arnold v. Sarn agreement was worse than ValueOptions.
