In this report, the New York State Citizen Review Panels put the spotlight on funding for child welfare, how that funding is used at the local district level to provide
key preventive and wrap-around services to help families and to save dollars. We feature home visiting as a proven practice that prevents child abuse and neglect
and we have provided a photo essay to illustrate the hard work supervisors and caseworkers do each day. We also offer our recommendations for change. The New
York City Panel submitted an additional set of recommendations which apply only to NYC.
