This report was prepared for the Office of
Disability, Aging, and Long-Term Care Policy, and the Office of the
Assistant Secretary for Planning and Evaluation of the U.S. Department of
Health and Human Services by Gary Smith, Cillie Kennedy, Sarah Knipper,
and John O'Brien in January 2005. This purpose of this handbook is to
serve as a guide to explain how existing Medicaid options and waivers are
used by states and to demonstrate the aspects of community services and
supports for this population are funded by Medicaid.
