Richard Louis, Advisory Board Member, brings 12 years of experience
in psychiatric hospital management and administration and over 10 years of
program/contract development and operations experience in local, regional,
statewide and national markets. Richard has held many executive management
positions with some of the leading behavioral healthcare companies in the
Country. Richard pioneered the development of public sector partnerships,
contracts and community mental health system joint ventures in California
by creating some of the first private psychiatric hospital based specialty
programs for county, state and federal healthcare agencies. In 2000
Richard went on to establish community based residential, institutional
and outpatient mental health and substance abuse treatment programs for
public sector agencies as a for-profit provider. In 2001 he started a new
company called CHE Correctional Services, LLC, providing mental health and
drug & alcohol treatment programs for offender populations in juvenile
halls, jails, community residential, and Inpatient hospital & Outpatient
settings.
Richard values community service and plays an active role as a volunteer
in various community groups and organizations. As such he has served in
many past and present leadership roles in the community including: the
California Hospital Association - Advisory Board, SCAN Health Plan -
Advisory Board; the Board of Directors of the Forensic Mental Health
Association of California, College Hospitals and the Intercommunity Child
Guidance Center of Whittier. He has served on Los Angeles Mayor Richard
Riordan's Youth & Family Executive Committee, and testified on behalf of
the National Association of Psychiatric Healthcare Systems before
President Bush's New Freedom Commission on Mental Health. Richard is
currently a volunteer police officer with the City of Monterey Park Police
Department in East Los Angeles serving since 1987. Captain Louis has held
many assignments including 8-years on the Asian Street Gang Enforcement &
Organized Crime Unit, is currently assigned to Field Patrol and is a
Reserve Bureau Commander overseeing the Reserve Police Officer Program.
