Rosemary V. Hutchison, CGFM, Senior Consultant, brings OPEN MINDS clients a wealth of expertise after a career as an executive in the Federal government. Ms. Hutchison started her career as a program and resource analyst, developing expertise in strategies, guidance, criteria, and procedures for managing massive human resource fluctuations both in hiring and in workforce reductions. She spent the majority of her career conducting inspector general activities within the Federal government, responsible for directing and supervising a staff of multi-disciplined professional, functional and technical military and civilian employees in designing and performing compliance and organizational inspections, evaluations, and audits. In this capacity, she worked with Uniformed Services University of Health Sciences, Armed Forces Retirement Homes, Civilian Health and Medical Program of the Uniformed Services (CHAMPUS), and TRICARE. Ms. Hutchison is also certified in contract management for human resources, productivity measurement methodology, managing financial resources, and as a course manager and instructor for prevention of sexual harassment. Ms. Hutchison’s work was recognized by numerous Federal awards to include two Meritorious Service Awards, a Superior Civilian Service Award, and an Executive Leadership Excellence Citation.

In addition to her expertise in compliance and auditing, Ms. Hutchison brings OPEN MINDS clients a wealth of expertise in grantwriting. After years of working for organizations that funded services and understanding their concerns, Ms. Hutchison focused her efforts on grant management and grant writing. She has written grants, designed grant performance evaluation systems, and developed grantwriting programs for non-profit organizations. Ms. Hutchison has also conducted numerous grant writing seminars for OPEN MINDS client organizations.

Ms. Hutchison earned her bachelors degree in business administration from Century University, Albuquerque, New Mexico. She belongs to the following professional organizations: Association of Government Accountants, National Society of Grant Writing Professionals, American Association for Budget and Program Analysts, and National Association for Female Executives. Ms. Hutchison is also a certified government financial manager.
