Robert F. Elmer, Jr., M.B.A., Senior Consultant, has extensive experience in operations and project management. In his 30-year career, he has held key management positions in the areas of personnel, management, operations, planning, business controls, and information technology.

Prior to joining OPEN MINDS, Bob was with Eastern University, serving as director and member of its Masters of Business Administration (MBA) and Management of Information Systems programs. Before moving to academia, Mr. Elmer had a 23-year career with IBM Corporation, where he served in a number of senior management and project management roles including total quality management programs, distribution, and emergency orders. In the project management roles, he was responsible for team management, creation and application of relevant corporate process control guidelines, and service performance. From his role within IBM, Bob moved to Morrison Knudsen Corporation where he managed IBM’s on-site vendor operations for the customer. As the Project and Personnel Manager of the Morrison Knudsen Corporation, he was responsible for management of seventy employees including salary and benefits administration, facilitation of employee training and educational programs, completion of employee performance evaluations and career development plans, and administration of the employee recognition program.

Bob has a Masters of Business Administration (MBA) from Eastern University, a bachelor’s degree in Organization Management from Eastern College, and an associate’s degree in Business Management from Bucks County College in Pennsylvania. He has been actively involved for 22 years with the United Way campaign and is also a volunteer administrator of the Salvation Army.
