OPEN MINDS

Strategic Management

Organizations with limited resources have little margin for error, particularly in a rapidly changing environment that requires re-evaluation of mission, vision, values, customers, programming, and/or funding. Behavioral health and social services organizations are being faced with decisions such as whether to remain care providers or to also become care managers; whether to remain independent entities or to ally with other organizations through mergers, acquisitions, strategic alliances or partnerships. Decisions of such magnitude require focused strategic planning to assist behavioral health and social services organizations to specifically target their most important goals.

Strategic Planning

OPEN MINDS approach to strategic planning is to define it as the “first step” for establishing the organizations goals and direction. It sets the foundation for critical planning and decision making throughout the organization. Our strategic planning consulting engagements have included internal and external situation analysis; strategic options; policy development; acquisition analysis, valuation, and negotiation; structuring and negotiating alliances and joint ventures.

Operations & Business Process Management

There is an adage that environment drives strategy; strategy drives structure; and structure affects the day-to-day processes of our work. Given the changes in the behavioral health and social service environment, agencies are facing the need to rethink and reengineer their operations and business processes.

OPEN MINDS operations and business process management consulting is designed to assist behavioral health and social services organizations to identify “best practices”, such as opportunities for cost reduction through re-engineering and automation, and strategic performance management techniques for measuring and managing organizational performance. Our operations and business process management consulting engagements have included:

  • Organizational managed care readiness assessments

  • Managed care training for clinical and administrative staff

  • Business process mapping, design and re-engineering

  • Development of managed care capabilities (utilization management, clinical delivery system, quality improvement, provider network management, intake/access, reporting, performance measurement)

  • Project management (implementation plans, timelines and quality/performance measurement)

  • Assistance with accreditation & licensure issues

Human Resource Management

Demographic trends, a tight labor market, the use of technology, and privatization in public sector programs are dramatically impacting human resources management for behavioral health and social service agencies. In addition to perennial issues like recruiting and retention, human resources managers must find and develop the talent required for better management to navigate through this dynamic and competitive environment. They also require human resources approaches that motivate employee commitment and performance at all levels of the organization.

OPEN MINDS human resource management consulting is designed to assist behavioral health and social services organizations to identify “best practices” in recruitment, retention, compensation planning, performance measurement and management and supervision. Our work in this area has included conducting salary surveys, developing performance-based and incentive-based compensation plans and change management. We offer supervisory training programs designed to develop managers and supervisors who hire, motivate, develop, lead and retain qualified employees.

Public Agency Program Design & Operations Management

Public agencies have been engaged in the re-design of the financing, program models and structure of behavioral health and social services delivery systems. States have applied for 1115a. and 1915b. waivers to implement managed care, competition and privatization for mental health, substance abuse, MR/DD and children’s services programming. These system reform initiatives have required new models for budgeting, underwriting, contracting, and evaluating behavioral health and social services.

OPEN MINDS has provided consultation to numerous jurisdictions in planning for and implementing managed care, privatization and competition. Our public agency program design & operations management consulting engagements have included:

  • Data analysis

  • Facilitation of policy development

  • Development of requests for proposals

  • Evaluation of managed care vendor proposals

  • Analysis of managed care vendor data and performance

  • Contract evaluation

  • Development of performance indicators and performance-based contracting models

  • Developing customized educational programs on managed care readiness for agency personnel and contracting providers
