Philip L. Sowders, Advisory Board
Member, has over 11 years health care experience including operations
management, quality management, and compliance. In his position as co-founder and clinical
director of Franklin Family Services in Chambersburg, Mr. Sowders led initiatives in compliance
with HIPAA privacy requirements, compliance with State and Federal billing regulations, staff
development and supervision, and development of a program for children and adolescents in the
autism spectrum disorder. Mr. Sowders' prior positions were as director of the autism spectrum
disorder unit of Youth Advocate Programs, where he implemented services for five school
districts in Pennsylvania, and clinical coordinator for Mentor Inc.
Mr. Sowders is a featured speaker on clinical and operation models for improving quality mental
health and home-based services. He received his Associates degree in chemistry from Purdue
University, his Bachelor's degree in English from Asbury College, and his Master's degree in
counseling psychology/divinity from Trinity Divinity School in Deerfield, Illinois.
