Paul D. Mangan, Consultant, has
more than 17 years of communications experience with
Pennsylvania state government. Throughout his career, Mr. Mangan has implemented high-
volume, multifaceted communications projects for various legislative and executive branch
offices. While serving as the communications coordinator for the state House of Representatives
Democratic Policy Chairman, he was responsible for media relations, news releases, issue
briefings, speechwriting, news conference coordination, and newsletter production. He also
created, designed and maintained the Policy Committee website. Mr. Mangan also served as the
director of communications with the Pennsylvania Department of Environmental Resources
where he was the departmental spokesperson and media coordinator for a highly news-intensive
state agency. He coordinated media coverage for the cabinet secretary, deputy secretaries, and
bureau heads, and supervised six regional community relations coordinators.
Before Mr. Mangan's service with Pennsylvania state government, he served as news director for
Gettysburg College, and held editor positions with the MITRE Corporation, McLean, Virginia,
and the American National Metric Council in Washington, D.C. Mr. Mangan received his
Bachelor's degree in English from Mount St. Mary's College in Emmitsburg, Maryland.
