Belinda Hazelwood Willis, M.Ed., Advisory Board Member, has more than 20 years of experience in public administration and working with public health programs and children's services at the local and state level. Specifically, Ms. Willis has experience in human services administration and management, contract management, marketing and development, fiscal management and budgeting, staff development, and training.

Ms. Willis has served as Chief, Division of Children's Services, County of York, Virginia since 1986 where she is responsible for administering and managing the County's early childhood initiatives including the Head Start program, and overseeing county contracts and services to families. Ms. Willis' previously held the position of center director for KinderCare.
